Vacancies

Statistics Canada issued November’s job vacancy report (the most recent data available) saw the overall number of vacancies in all industries across Canada decrease by 20,700 jobs. Despite this, vacancies overall remain at historic highs, totalling 850,300 open positions at the end of 2022.

Particularly, the healthcare and social assistance, professional scientific and technical services, and construction sectors continue to experience persistent vacancies (despite increasing hiring efforts), with little to no reduction on a year-over-year basis. This indicates a productive hiring climate in these industries—especially for newcomers, who collectively contribute to nearly 100% of labour force growth—as Canada’s economy moves farther away from the depressive effects of the COVID pandemic.

The Global Talent stream is a two-step process. First, employers submit a Labor Market Impact Assessment (LMIA) application that demonstrates that there will be a positive or neutral effect on the Canadian labor market if the employer hires the foreign national. Employment and Social Development Canada (ESDC) aims to process Global Talent Stream applications within 10 business days. Once this application is processed, the foreign worker can apply for a work permit.

There are two categories under the Global Talent Stream

• Category A
• Category B

Category A

The category is designed for companies that are referred to Employment and Social Development Canada by a designated referral partners, and who need specialized foreign nationals to fill an in-demand position.

Category B

This category is designed for employers looking to hire skilled foreign workers for occupations on the Global Talent Occupations List. The occupations on this list are in demand in Canada are lacking sufficient labor supply.

What are the employer requirements for the Global Talent Stream?

Employers in both categories must develop a Labor Market Benefits Plan, which demonstrates the employer’s commitment to activities that have lasting and positive impacts on the Canadian labor market. Category A employers are required to commit to creating jobs for Canadian citizens and permanent residents, while Category B employers are required to commit to increasing investments in skills and training for Canadian citizens and permanent residents.

In addition, employers in both categories must commit to two more complementary benefits, with at least one activity for each benefit. These complementary benefits can include, but are not limited to, creating jobs, co-op or internship programs, training current employees in new techniques or implementing best practices or policies as an employer for your workforce.

Employers in both categories must also meet conditions relating to the payment of skilled workers. Foreign skilled workers hired through the Global Talent Stream must be paid at the prevailing wage or higher. The prevailing wage is defined as the highest figure of either:

• the median wage for the occupation on the Government of Canada’s job bank;
• the wage within the range an employer pays current employees in the same position at the same location, with the same skills and experience level;
• the minimum wage floor as defined in the Global Talent occupations list (if applicable).

Although the Global Talent Stream has various benefits for Canadian employers looking to fill labor and skill shortages, it can also be an effective way for foreign nationals to gain Canadian work experience. Canadian work experience can be extremely beneficial for foreign nationals who are looking to eventually apply for permanent residence.

Canada is facing a very acute shortage of truck drivers affecting the logistics industry across Canada. There have been many factors propelling this shortage. The major factors include the high number of truck drivers who voluntarily retired during the COVID-19 pandemic, the high number of aging truck drivers who retired or are about to retire, the increase in delivery services as well as the drop in interest in people entering the sector. According to the 2021 Labour Market Snapshot of Trucking HR Canada, there were 18,000 vacant positions in the truck driving sector in Canada in the second quarter of 2021. The report says that in Canada, the trucking and logistics industry moves over $850 billion in products to domestic and export markets. Even before the onset of the global pandemic, the Forest Products Association of Canada estimated that the truck driver shortage was costing the industry approximately $450 million in lost productivity.

Truck driving is a very crucial factor in the Canadian supply chain and has a heavy impact on the national economy when there are disruptions and labor shortages.

To be eligible, Hong Kong residents must have graduated with a Canadian post-secondary diploma or degree in the last 10 years, a change from the current requirement of five years, or hold an equivalent foreign credential for which they can get an Educational Credential Assessment. A post-secondary diploma program must be a minimum of two years.

Hong Kong residents currently in Canada temporarily, including visitors, students and workers, can apply online from within Canada. Those applying from abroad remain subject to current travel restrictions and may not be able to come to Canada at this time, unless they have a job offer or meet a travel exemption and comply with all public health requirements.

According to Statistics Canada, there were 213,855 immigrants in Canada who selected Hong Kong as their place of birth, putting it among the top five Asian source countries for immigrants in Canada.

Until 1997 Hong Kong was the number one source of immigration to Canada, with up to 30,000 Hong Kong residents moving to Canada each year. Canada has some shared history with Hong Kong as former British colonies, which helped create a strong economic relationship.  In 1997 Hong Kong ceased to be a British colony and was handed back to the Chinese government and numbers dropped significantly.

Data shows Canada welcomed 3,750 new permanent residents from Hong Kong between January and November 2022. This builds on the 2,295 in 2021. Further, even during the height of the COVID-19 pandemic, Canada still welcomed 1,045 permanent residents from Hong Kong in 2020.

Still, there has been a steady increase in study permits issued each year starting from 2015 when 2,095 study permits were issued. This number rose to 6,345 in 2021 and in 2022, 8,705 study permits were issued to persons from Hong Kong between January and November.

There has also been a rise in the number of work permits issued under the International Mobility Program. Between 2019 and 2022, the number of permits issued rose from 985 to 8,795 in 2022. The 2022 data more than doubles the 4,005 permits issued in 2021.
